Evidently the “solution” offered by some is part of the problem according to Google.

In the face of estimates that anywhere between 14 percent and 35 percent of the click-throughs Google was charging advertisers for weren’t real Web site visitors, advertisers are looking for independent verification.
But Google claims the third party companies who provide that service may be part of the problem.
On Aug. 8, Google issued a statement addressing the click fraud issue and possible paths to a solution, and included case studies examining the work of some click fraud monitors, complaining that click fraud monitors have overstated the numbers of fraudulent clicks.

There is a class action suit against Yahoo for this same offense.
